Changes from previous version

On March 24, 2025, EDGAR Release 25.1.1 will introduce the following changes:

• Pursuant to EDGAR Filer Access and Account Management, Release No. 33-11313 (“EDGAR Next”) (adopted September 27, 2024):
  • The EDGAR Filer Management dashboard (“dashboard”) is implemented;
  • The EDGAR access process for asset-backed security issuing entities is moved from the "Retrieve/Edit Data" section of the EDGAR Filing and EDGAR OnlineForms websites to the dashboard; and
  • Optional Application Programming Interfaces are available in EDGAR for filers that have enrolled in EDGAR Next

  EDGAR Next guidance related to these changes are denoted in this EDGAR Filer Manual, Vol. I (Version 42) and Vol. II (Version 74).

Changes from previous version

On September 15, 2025, EDGAR Release 25.2.2 will introduce the following changes:

• Pursuant to EDGAR Filer Access and Account Management, Release No. 33-11313 (“EDGAR Next”) (adopted September 27, 2024):
  • Individual account credentials from Login.gov will be required to access the EDGAR Filing and Online Forms websites, instead of the filer’s CIK and password as was previously required;
  • Role-based filing permissions will be validated for the individual submitting the filing, instead of filing permissions being checked at the entity level as was previously required; and 
  • In order to make EDGAR submissions, filers must have enrolled in EDGAR Next or had their Form ID application for EDGAR access granted by SEC staff on or after March 24, 2025.

EDGAR Next guidance related to these changes are denoted in this EDGAR Filer Manual, Vol. II (Version 76) and Vol. I (Version 42).

Updates

Effective March 16, 2026, the EDGAR Filer Manual, Volume 1, is amended to: 

• Reflect the implementation of technical changes adopted in EDGAR Filer Access and Account Management, Release No. 33-11313 (Sept. 27, 2024); and
• Clarify the situations in which a cover letter or other supporting information must be included in a Form ID application for access for an existing CIK.

This is a DRAFT of the EDGAR® Filer Manual, Volume II: “EDGAR Filing” (Version 77). The Securities and Exchange Commission (“SEC” or “Commission”) has not approved, may approve or disapprove, and may revise any of the changes noted in this document. This draft Volume II of the EDGAR Filer Manual is being provided to the filing community to solicit input and assist filers in preparing for the potential changes to the EDGAR system that are outlined in the draft and which are scheduled to be deployed in EDGAR Release 26.1 on March 16, 2026. The posting of the draft EDGAR Filer Manual does not indicate Commission approval of any proposed changes relating to the EDGAR system as reflected in the draft.

Non-rule based changes that are outlined in the draft Volume II of the EDGAR Filer Manual are scheduled to take effect on March 16, 2026. For rule-based changes, please consult the effective dates of the associated rule. Please refer to www.sec.gov to access SEC final rules.

The EDGAR Filer Manual consists of two volumes. EDGAR Filer Manual, Volume I: “General Information,” includes the requirements for becoming an EDGAR filer and maintaining EDGAR company information. EDGAR Filer Manual, Volume II: “EDGAR Filing,” sets forth the process to submit an online filing.

Updates

On March 16, 2026, Volume II of the EDGAR Filer Manual is updated to reflect the following changes:

• EDGAR generally will suspend filings rather than issue warnings for incorrect or incomplete structured filing fee-related information for all filers. EDGAR will continue to issue warnings in some instances.
• The ACH limit for filing fees will change from a maximum of $99,999,999.99 per transaction to $24,999,999.99 per transaction. Filers that need to exceed that limit may make multiple transactions.
• Schedules 13D and 13G (including associated submission types) will be updated to accommodate up to 20 CUSIP numbers. At least one CUSIP entry is required.
• Information regarding the submission of Inline XRL documents is being removed from Chapter 5.2.5. That same information has been incorporated into the EDGAR XBRL Guide, which is referenced in Chapter 5.2.5 and which contains additional information and guidance regarding the submission of Inline XBRL documents for EDGAR.
• As of March 24, 2025, Form X-17A-5 Part III no longer requires the oath or affirmation to be notarized. Therefore, the text and checkbox acknowledging notarization of the oath or affirmation have been removed from the submission template for Form X-17A-5 Part III on the EDGAR Filing website and are no longer required in filer constructed submissions.
• On Friday, October 3, 2025, Form 13H, 13H-A and 13H-Q had updates made to Item 6 to allow reordering of entries as well as additions and deletions in the middle of the list per filer preference. The change does not impact the XML technical specifications for Form 13H.
• Beginning March 18, 2026, each director or officer of a foreign private issuer that has securities registered under Section 12(b) or 12(g) of the Securities Exchange Act of 1934 (“Exchange Act”) must file reports under Section 16(a) of the Exchange Act, pursuant to the Holding Foreign Insiders Accountable Act (enacted December 18, 2025). Starting March 18, 2026, Forms 3, 4, and 5 will include a Country field that requires a country name for all reporting persons and a field to provide a Foreign Trading Symbol, as well as other technical and conforming changes as detailed in the technical specifications for those forms.
