  • Volcker Rule Metrics Instructions and Technical Specifications

In September 2019, the Commission, together with the Board of Governors of the Federal Reserve System ("Board"), Office of the Comptroller of the Currency ("OCC"), Federal Deposit Insurance Corporation ("FDIC"), and Commodity Futures Trading Commission ("CFTC"), adopted amendments to the regulations implementing section 13 of the Bank Holding Company Act (commonly referred to as the "Volcker Rule"). See https://www.sec.gov/rules/final/2019/bhca-7.pdf.

The amendments included modifications to the requirement that certain banking entities subject to the Volcker Rule prepare and furnish to the applicable agency certain qualitative measurements ("metrics"). In connection with the adopting release, SEC staff, together with colleagues at the Board, OCC, FDIC, and CFTC, prepared Instructions for Preparation of Quantitative Measurements and Technical Specifications Guidance.

Draft Taxonomies

  • DRAFT Standard Taxonomy Files

  • DRAFT Open-End Fund Taxonomy Files

The Commission adopted amendments to its rules and forms to require open-end management investment companies to transmit concise and visually engaging annual and semi-annual reports to shareholders that highlight key information that is particularly important for retail investors to assess and monitor their fund investments. See https://www.sec.gov/rules/final/2022/33-11125.pdf.

As part of the adopted amendments, the Commission is requiring open-end management investment companies to tag shareholder report disclosures in Inline eXtensible Business Reporting Language (XBRL). The elements needed to tag these disclosures are in the new Open-End Fund (OEF) taxonomy.

The draft taxonomy files, taxonomy guide, and sample instances can be found below. The public comment period for these ends on June 5, 2023.
