What is Enrollment?
Enrollment is a streamlined process that allows EDGAR filers to transition to EDGAR Next without presenting a Form ID, notarized documents, or a power of attorney to SEC staff. Moreover, enrollment requests are typically processed and effective the same day they are submitted, and enrolled filers may access the optional EDGAR application programing interfaces (APIs).
Enrollment is required for all EDGAR filers who wish to continue filing uninterrupted on EDGAR.
Filers whose amended Form ID applications are granted by SEC staff on or after March 24, 2025 will automatically be subject to EDGAR Next and do not need to enroll.
Key Dates
Enrollment opens March 24, 2025
To avoid interruption in the ability to file, filers should enroll between March 24, 2025 and September 12, 2025.
After September 12, 2025, filers may continue to enroll until December 19, 2025, but they will not be able to file until they enroll.
Compliance with EDGAR Next is required to file on EDGAR as of September 15, 2025
Beginning September 15, 2025, filers that have not enrolled or been granted access after submitting amended Form ID on or after March 24, 2025 will be unable to file on EDGAR until they enroll.
Enrollment ends at 10 p.m. on December 19, 2025
Enrollment ends at 10 p.m. on December 19, 2025. After December 19, 2025, filers that have not enrolled (or been granted access after submitting amended Form ID on or after March 24, 2025) will not be able to file on EDGAR or otherwise access their accounts unless they submit a Form ID application for EDGAR access that is granted by SEC staff.

Benefits of Early Enrollment
Filers that have successfully enrolled (or been granted access after submitting amended Form ID on or after March 24, 2025) will immediately have the option to use APIs to make submissions, retrieve information, and manage their EDGAR accounts.
There is no downside to enrolling “early,” before the September 15, 2025 compliance date. Submissions on the EDGAR Filing and EDGAR Online Forms websites will continue per the existing access process for all filers, regardless of whether they have enrolled, until close of business for EDGAR on September 12, 2025.
Prepare for Enrollment
Filers should prepare for enrollment by coordinating with all individuals and entities who currently file on their behalf.
Each filer may enroll only once, and only one individual can enroll each filer. Therefore, each filer should determine which entity or individual the filer will authorize to enroll it and ensure that others do not attempt to enroll the filer without authorization.
Who Should Enroll the EDGAR Filer in EDGAR Next?
A filer may enroll itself or may select anyone it trusts to enroll it, including but not limited to the filer’s employee, filing agent or law firm, or other trusted entity or individual.
SEC staff recommends that the filer select a trusted person or entity to enroll it because that person or entity will have sensitive information about the filer’s account necessary to enroll.
The individual who enrolls the filer on the dashboard must have Login.gov individual account credentials to access the dashboard. Filer Information Necessary to Enroll
Filers should further prepare for enrollment by ensuring they have all the following information necessary to enroll:
- The filer's CIK, and current passphrase and CIK confirmation code (CCC).
- If a filer has not reset its CCC and/or passphrase since September 2019, the filer should reset these codes prior to enrolling. See Instructions for filers that do not have current passphrase or CCC (needed to enroll) below.
- The names of two account administrators the filer will authorize during enrollment, and each account administrator’s:
- Business address
- Business telephone number, and
- Email address—this email address must match the individual’s Login.gov individual account credentials email address for use on EDGAR.
- The quarter-end date by which it will perform annual confirmation on EDGAR—either March 31, June 30, September 30, or December 31.
- Information to indicate whether the filer is a single-member company (and therefore is only required to authorize one account administrator). Note that SEC staff recommends that individual and single-member company filers authorize two account administrators during enrollment to avoid access and account management problems that may arise if the single account administrator is unavailable.
What is NOT Needed to Enroll
- No power of attorney is needed to enroll.
- Notarization is not required.
- Form ID is not part of the enrollment process.
Instructions for Filers That Do Not Have a Current Passphrase or CCC (Needed to Enroll)
If the filer does not have or does not know its current EDGAR passphrase, but the filer has a current EDGAR point of contact (POC) email address on file with EDGAR (at which the filer currently can receive email from EDGAR) the filer can reset/obtain a current passphrase by following the instructions in Reset Your EDGAR Passphrase, EDGAR POC Email.
If the filer cannot access its current EDGAR POC email address, the filer can update it to an address at which the filer can receive email by following the instructions in Reset Your EDGAR Passphrase, EDGAR POC Email.
If the filer does not have a current CCC or does not know its CCC, the filer can reset/obtain a current CCC by following the instructions in Generating new and replacement CCC, password, and PMAC.

Step-by-Step Enrollment Instructions for Manual and Bulk Enrollment
Filers can manually enroll individual EDGAR accounts or bulk enroll multiple EDGAR accounts simultaneously. Bulk enrollment allows enrollment of up to 100 filers per submission and should prove efficient and time saving for filing agents and others that control multiple EDGAR accounts, such as serial companies created by ABS issuing entities or investment companies under the control of a single investment adviser.
Manual Enrollment
If you are authorized to enroll the filer, log into the dashboard on the EDGAR Filer Management website with your Login.gov credentials on or after March 24, 2025 to enroll.
- Select Enroll in EDGAR Next.
- Select Manual Enrollment.
- Enter the filer’s CIK and current CCC and passphrase.
- Select Verify Entity. Ensure the information displayed matches the filer you are enrolling.
- Next, select Yes or No to indicate whether the filer is a single-member company.
- Each filer must authorize two account administrators during enrollment, unless the filer is an individual or a single-member company, in which case only one account administrator is required.
- We recommend that individual and single-member company filers authorize two account administrators during enrollment to avoid access and account management problems that may arise if the single account administrator is unavailable.
- More account administrators can be added on the dashboard after enrollment.
- Next, enter the name, email address, business address and business telephone number for each account administrator.
- Each account administrator’s email address must match the email address that individual used to create its Login.gov credentials for EDGAR.
- Next, select an annual confirmation date from the drop-down.
- Select Enroll now.
- If all information is entered correctly, a notification will appear confirming that the filer has been successfully enrolled.
- The account administrators named during enrollment will receive both an email from EDGAR and a notification on the dashboard.
Next Steps for Account Administrators to Manage the Filer’s Account
After the filer is enrolled, account administrators should proceed to set up the filer’s account on the dashboard. Step-by-step guidance is below, and additional information is contained in the EDGAR Next Adopting Release.
- Account administrators access the filer’s dashboard by logging into the EDGAR Filer Management website with their Login.gov credentials.
- On the dashboard, My Accounts will display all filers for which the account administrator is authorized in any role.
- Select a filer to navigate to that filer’s dashboard.
- An account administrator may make submissions on EDGAR using the filer’s CIK and CCC and can take any other actions available on the filer dashboard, such as inviting individuals to be the filer’s users, technical administrators, and additional account administrators, and delegating authority to file.
- Individuals that the account administrator invites to have a role for the filer must have Login.gov individual account credentials and must accept the account administrator’s invitation to be added to the filer’s account.
- An account administrator can add up to a total of 20 account administrators to manage the filer’s account, up to 500 users to make submissions on a filer’s behalf, and an unlimited number of delegated entities to make submissions on the filer’s behalf. Filers must be enrolled in EDGAR Next in order for an account administrator to be able to delegate authority to file to them.
CCC reset
- Enrollment will automatically reset the filer’s CCC, which EDGAR will continue to require in order to file. The CCC is reset regardless of whether a filer is enrolled manually or through bulk enrollment.
- The CCC will be visible on the filer’s dashboard after enrollment to all individuals authorized on the dashboard.
- Therefore, the filer should ensure that the filer’s account administrators add relevant individuals and/or delegate authority to relevant entities that file on the filer’s behalf on the dashboard immediately after enrollment so that filing may continue uninterrupted after enrollment.
Bulk Enrollment
If you are authorized to enroll the relevant filers, log into the dashboard with your Login.gov credentials.
- Select Enroll in EDGAR Next.
- Select Bulk enrollment.
- Select the Bulk Enrollment Template CSV icon.
- A CSV is a plain text file that stores tabular data. A blank form will open in which you can enter information for the filers you are enrolling.
- Use one row of the CSV file for each filer. You may enroll up to 100 filers per CSV file.
- Only one CSV file may be uploaded at a time, therefore, if you wish to enroll more than 100 filers, you should submit multiple, separate CSV files.
- For each row, enter the required information for the filer in each column. The information entered for bulk enrollment is the same as the information entered for manual enrollment, with one exception.
- In Column F of the CSV file, single-member entity filers should enter the number one. Other company filers should enter the number zero. And individual filers should enter the letters N-A.
- Confirm that all required information is entered accurately.
- Save the completed CSV file locally to your computer.
- Next, navigate to Enroll in EDGAR Next on the dashboard and upload the completed CSV file.
- Select Enroll Now.
- If all information is entered correctly, a notification will appear on the screen confirming that you have successfully enrolled the filers listed in the CSV. If information is entered incorrectly for any filer, enrollment will not be successful, and you will receive a notice indicating what data on the CSV is incorrect. Correct the errors and resubmit the CSV file.
- If enrollment is successful, the account administrators listed on the CSV will receive both an email from EDGAR and a notification on the dashboard.
