SEC Seeks Court Order Requiring NYC-based Registered Agent to Comply with Subpoenas
The Securities and Exchange Commission announced that it filed a subpoena enforcement action against Rabindranauth Persaud, the registered agent of Brooklyn-based RRTP Consulting Services, LLC (RRTP), for failing to produce documents pursuant to an SEC investigative subpoena and appear for testimony pursuant to a testimony subpoena. The filed action seeks an order directing Persaud to comply with the subpoenas.
According to the SEC's application and supporting papers filed in the U.S. District Court for the Southern District of New York, the SEC is investigating whether any persons or entities, including but not limited to Persaud and RRTP committed violations of the antifraud provisions of the federal securities laws by, among other things, engaging in undisclosed trading of securities using investor funds. The SEC's application states that it is seeking documents and testimony from Persaud related to, among other topics, a list of all companies Persaud owns and controls, identities and contact information for all individuals and entities Persaud provided services to, and documents concerning the nature of any services Persaud provided.
On October 2, 2024, the SEC issued a subpoena for documents to Persaud, and it issued a subpoena for testimony on May 14, 2025. According to the SEC’s filings, despite repeated attempts to secure compliance with subpoenas, Persaud has not produced any documents or appeared for testimony.
The SEC’s application seeks an order from the court directing Persaud to comply with the subpoenas.
The SEC is continuing its fact-finding investigation and, to date, has not concluded that any individual or entity has violated the federal securities laws.
