eFAP Process During Government Shutdown

Due to the ongoing lapse in appropriations, the U.S. Securities and Exchange Commission is currently operating in accordance with the agency’s plan for operating during a shutdown. During this lapse in funding, the Commission’s eFAP system will continue to accept filings available through permitted means. However, the Office of the Secretary staff will be unable to process filings until after the resumption of duties. On October 1, 2025, the Commission entered an order staying pending administrative proceedings.

**Please note that the use of the Microsoft Internet Explorer (IE) version 11 browser may result in intermittent issues during registration. For better results, we recommend using Google Chrome or Microsoft Edge.**
  • Submit a filing in an Administrative Proceeding via eFAP (Non SEC Users only)
    • Note: Upon clicking above link, the user will be directed to login.gov for sign-in followed by eFAP. First-time users are required to create an account with login.gov and register with eFAP to access the system. SEC staff (including the Division of Enforcement) does not need to register with login.gov, and should access the system through the SEC Exchange.
  • Submit a notice of intention to file a petition for review of a determination made pursuant to delegated authority and any subsequent petition under Commission Rule of Practice 430 by email to Secretarys_Office@sec.gov (and not via eFAP). See Rules of Practice 152(a), 430; 17 C.F.R. §§ 152(a), 430.
