File number S7-25-99: I would like you to consider two points. First, a level the playing field for all is the only way to restore confidence in the system. Second, the public should be your main concern not broker dealers. Keep the public trust and confidence given recent failures of our current system to protect the public. Remember the IPOs and banking relationships that hurt public trust. To protect the public interest there should be no incidental financial planning and everyone giving financial advice should be subject to the same rules. This way the public knows what to expect when receiving financial advice. So, I urge complete withdrawal not revision of the proposed rule.
