I strongly disagree with this proposal. It is bad enough that there are any restrictions at all. This does not appear to be a way to protect anyone but more a way to limit choices. The lack of wealth does not make an investor any more or less able to make investment choices. Please consider this as an option. Try enforcing the laws already on the books and drop all of the punitive monetary requirements.
