In my opinion, any exemption to the advisors act requirements is a really bad idea. The regulators are doing a stinking job catching the abuses already, so why would anybody want to weaken the rules further. This sounds like the regulators are throwing in the towel, saying they cant enforce any rules anyway, so lets just get rid of the rules then the abuses wont be illegal and no harm, no foul....
