I am concerned that you are even considering giving a free pass to entities that have committed fraud on the American public by selling counterfeit securities. Counterfeiting is illegal and the guilty parties should be held accountable for selling non-existing shares of securities to the American public.
There is much evidence of naked shorting of stocks in the market and an arrogance by the short sellers that they are untouchable.
Its time to put a stop to the counterfeit selling and to bring the guilty parties to justice, including illegal selling that has been done IN THE PAST.
