Retract the "grandfather clause" for market makers/brokers not having to cover shorted securities. NSS specifically.

The SEC is NOT in the business of making laws to cover mistakes they have made or ALLOWED .. which of course hurt the average investor.... nnaaahhhh, SEC wouldn't do that...they are suppose to protect investors...
