About the Office
The Office of Human Resources (OHR) provides leadership for the strategic management of the SEC's human capital by administering programs, establishing policies, and ensuring compliance with federal regulations. It also serves as the agency's liaison to the Office of Personnel Management (OPM) and other federal government agencies, professional human resources organizations, educational institutions, and the private sector in matters relating to human capital management activities.
OHR develops, implements, and evaluates the SEC's programs and policies for the following areas:
- Recruitment, staffing, retention, and separations
- Position management and classification
- Compensation and benefits counseling and processing
- Leadership and employee development
- Performance management and awards
- Labor relations
- Disability program
- Work/life programs
- Telework
- Employee records processing and maintenance

SEC Federal Employee Viewpoint Survey
The 2023 Federal Employee Viewpoint Survey (FEVS) was administered by the U.S. Securities and Exchange Commission (SEC) from the end of May, through the beginning of July 2023 to all SEC Federal employees.
Our survey results this year are organized around the “Seven Drivers of Engagement” that predict important organizational outcomes for SEC employees.
Benchmarked against last year’s scores, the SEC’s 2023 results are as follows:
- Perceptions of Supervisors – 88.2 percent positive (unchanged)
- Employee Inclusion – 87.9 percent positive (+0.5 point higher)
- Engagement – 86.2 percent positive (+1.6 points)
- Operational Excellence – 83.1 percent positive (+1.6 points)
- Diversity & Opportunity – 80.1 percent positive (+1 point higher)
- Empowerment – 73.9 percent positive (+1.4 points)
- Perceptions of Senior Officers – 70.1 percent positive (+1.9 points)
As the results indicate, the SEC continues to foster and advance a top-tier work environment for all employees. The SEC remains an employer of choice within the Federal Government, as demonstrated by ranking 3rd among midsized agencies in the Partnership for Public Service’s “Best Places to Work in the Federal Government” rankings.
