Date: 01/30/2000 8:13 PM Subject: File Number SR-NYSE-99-47 To Whom It May Concern: This proposal is unfair to the small investor. The parties behind this proposal are trying to monopolize the market by saying who can be a day trader and who can't. The premise behind this proposal, as stated by the NYSE and NASD is to help protect the small investor. They make it sound like they are doing us small investors a favor by increasing the buying power from 2:1 to 4:1 when in fact this puts us in even bigger risk. How can this be protecting investors? Think about it, isn't it better to loose $2,000 plus margin (i.e. $4,000) than $25,000 plus 4 times the margin (i.e. $100,000)? I think it is safer to start out with smaller portfolio and less margin. I hope that you will do the right thing and vote against this new proposal. Sincerely, Rob Svitok
