Date: 01/31/2000 1:31 PM Subject: File Number SR-NYSE-99-47 Dear SEC, I am strongly apposed to the inaction of this regulation. Individual investors should be able to determine on their own when they want to purchase a security. It should not be dictated to them. This government was founded on individual rights, and this undermines the Constitution. I do not need to be protected! I have day traded for 3 years, and do not want to tie up 25 thousand dollars in my daytrading account. I believe all this does is cause those who can't afford it, to go deeper into debt thru accessing credit card limits, etc. I would believe some type of test/license should be given in lieu of the new directives. This would enable all to be somewhat knowledgeable before they attempt to day trade. Thank you for the time. Robert Meany 565 Meadow Lane Dixon IL 61021
