To whom it may concern, this letter is concerning File SR-NYSE-99-47, NYSE rule 
431
     
I trade part time as a living.I believe this proposal is unfair and 
discriminatory to the common investor. I have studied very hard to become an 
investor . This rule will put a financial barrier on my investing. This rule in 
know way will change my discipline I use in trading.It seems that if you have 
more money in your brokerage account,that makes you a more disciplined 
investor,I do not agree with that theory. I hope that this rule does not go into
effect.
