This rule (rule S7-23-03) was delayed until late March because the big Wall Street firms stated that it would be "too difficult" to make the change to LEGITIMATE shorting that quickly. It is outrageous that this decision was delayed. This practice is disgusting!! What the hell does a published short position even mean then for the average investor?? Who cares what is published out there as short interest, % shares shorted, time to cover? When the Big Boys can go out and do naked shorts, HOW IS THAT EVEN FAIR?? How can you make an informed investment decision if everyone is not playing by the rules???? Let me tell you guys, this only helps to validate my grave concern that the SEC, the NASDAQ and Wall Street as a whole DOES NOT HAVE THE BEST INTEREST OF THE INDIVIDUAL INVESTOR IN MIND.
