Dear Sir:

I write to object to the NASD's request for expedited review of its Amendment No. 5 to the code rewrite of the NASD Code of Arbitration Procedure, Filing 2003-158. I understand that the NASD has requested expedited review of the proposed Amendment, without allowing for public comment. The NASD's Amendment contains substantial changes from the last amendment to the code rewrite. The amendment to the NASD Code of Arbitration Procedure will substantially affect the rights and remedies of public investors. Their interests are far too important to not allow public comments on the NASD's most recent filing. I request that the SEC commence a new comment period to allow public input on the NASD's most recent filing.
