I write in reference to rule filing SR-NASD-2003-158, to urge the SEC to reject the NASD request for accelerated approval of extensive changes to the proposed amendments to the arbitration code. The proposed changes are not insignificant corrections, but represent significant changes that deserve public comment. Indeed the changes are significant enough that a lack of public comment would raise significant concern about the fairness and intent of their adoption. Kurt Arbuckle |
