Subject: Why Rule 15c2-11 should be implemented Author: SLee at Internet Date: 10/11/99 6:15 PM Dear Sir I write because I have seen scams, market maniplulations goign on with market markets. Strict rules should be implemented. We have seen hugh margins and spread on the pink sheets. This is because market makers have no care about what the market is, but thier pockets. A good example I like to give is on Oct 4th, 1999. I have a limit sell order for 68,000 shares of AUMY at 2.5 cents. There was NO all or nothing restrictions. However shares where trading at as high as 3.5 cents and at ASK. Yet my 2.5 cents sell order was not executed. A few days earlier, a 4 cents at ASK was executed yet my 2.5 cents per share was not executed. This shows a blatant manipulation by the Market makers especially when shares are traded on pink sheets and they have spread as high as 200-300%. Shareholders and investors like me have been openly raped by market markers. If you do not have rules, small shareholder like me will disappear because we can no longer can make some money. Also minimum rules for issuers are required. Without minimum requirements, companies will continu to abuse by not producing financials, etc. and are able to manipulate the price of shares. One example I like to give is AUMY. I have wrote and ask them for info about their P/R on a offer by another company and financials but could not get any. It seems like the P/R was issued prior to being delisted from OTC BB to jack up the price and then when it went to pink sheets, they shed their responsibilities. And they continue to ignore me hoping I would go away. I strongly believe that SEC is doing the right things. Dont ignore us small investors. We need you to enforce and protect us from scams of market makers and companies.
