From: JOE BOUFFARD [JBOUFFARD@Patapscobank.com] Sent: Thursday, January 02, 2003 5:43 PM To: Rule-comments@sec.gov Subject: File No S7-52-02 Comments Gentlemen: We welcome the requirement that all Form 3's, 4's and 5's be filed electronically. However we have a major fear and distrust of the EDGAR system. We are sure that the system works fine for the bulk of the SEC's needs. However, we have found that any item which we need to file with the SEC on the EDGAR requires that we retain a third party (either an attorney or a printer) to transmit and complete our correspondence with the SEC. While we are not happy with the additional expense this incurs, we are particularly fearful that timely information such as the filing of a Form 4 will not be completed in the required time frame. We strong request that any required electronic filing be done in a user friendly way (such as an email with an attachment) in a format that is readily available and widely used (IE MS Word). Currently the EDGAR system would not come close to meeting this request. Thank you for hearing us out. Yours truly Joseph J. Bouffard President The Patapsco bank.
