With respect to specific audit and accounting issues, it made a number of "best practice" recommendations including: "6. Services Performed by Accounting Firms. The Commission believes that public accounting firms should limit their work to audits and services closely related to the audit, and avoid any services that would put the auditors in an advocacy position, including creating novel tax strategies or products that involve tax shelters or extensive off-shore partnerships or affiliates."
