s7-3-98 - proposed rules Subject: Small Cap Companies Date: 4/20/98 3:31 PM Please be advised that I have become aware of a desire on the part of the SEC to curtail trading of all small cap non-reporting companies. I have been successful in creating earnings for myself personally by following and investing in small cap companies that are non-reporting. I would be very disturbed to learn that my holdings have ceased trading because of a new ruling. I believe the SEC does an excellent job of protecting the innocent investor by ferreting out those who are either dishonest of disreputable in their dealings. Please do not change your current policy regarding small cap non-reporting companies. Thank you. Stephen Burg
