I am writing to you in support of the above Proposed Rules concerning changes 
in proxy voting procedures. The Proposed Rules, if adopted, will make mutual 
funds more accountable and responsible to their shareholders.  At this time, 
these changes are sorely needed to restore confidence in our financial 
institutions.
