I strongly favor Proposed Regulation FD (S7-31-99), which would require 
businesses to make disclosures to the public at large, not just selected 
individuals.
     
As an individual investor who trades over the internet, I am at a great 
disadvantage compared to the individuals receiving these disclosures in 
advance.
     
It's time to give the samller investors a level playing field.
