Subject: Proposed Regulation FD: File NO S7-31-99 Date: 08/09/2000 8:55 AM Dear Commissioners: It is very disturbing to hear that some of you think that Americans that have the sense and ambition to earn enough money to invest need to depend on someone else to determine how much information they can analyze to make those investments. Any group receiving information in advance of another because of a law or regulation is a government created monopoly and should be illegal. There is no such thing as information overload. We were smart enough to earn the money and we are smart enough to take the time needed to invest it. We deserve the right to have a level playing field and not be forced to invest in high cost mutual funds instead individual stocks by regulation. Gary Mixon Manchester, TN
