Subject: Proposed Regulation of financial disclosure

Sirs,
     
as a private investor and business owner employing 55 people, I have always 
been troubled by the selective release of information to firms and 
individuals who can then scratch the back of the one who feeds them.  It 
seems patently undemocratic and quite frankly an abuse of the inherent 
responsibility underlying the brokerage/clent relationship to allow such 
practice to continue.  It is an insider information scandal of the most 
massive and insideous sort.  I commend your looking into how to correct this 
situation.  I am certain it will be an unpopular one with the companies you 
are responsible to regulate.  Millions of individual investors will be 
empowered and overall market confidence will be higher.  Kudos to you.
