Please level the playing field.  This is a great proposal.  
There will always be a place for good analysts.  They will simply have to prove 
they are worth their salt once this regulation is implemented and enforced.  If 
enforcement is not planned, don't implement it.  
     
I suggest the "prompt" correction of an inadvertant disclosure be amended to 
"immediate" correction.  This eliminates any intentional lag or delay in 
promptly addressing when time is critical.
