Date: 12/17/1999 9:59 AM Subject: Proposed Regulation FD To Whom It May Concern: As an individual investor, I am for the regulation as proposed with no more "insider information" being given to a select group of individuals so they may better serve their own needs. The market playing field needs to be level where each participant has a fair and equitable shot at gaining or losing on their individual investments. No one group of people should be entitled to select information (before the general public hears the information), just because they happen to be "good friends" with either the CFO or CEO of a particular issuer. Although, I consider myself a realist, meaning that in order to eliminate this common practice (selective disclosure) on Wall Street, which I feel will be extremely difficult to do; if there is no severe penalties and/or sanctions imposed for such transgressions.
