Hi,
     
I direct a small research group in a biotechnology company.  I have been an 
individual investor since completing my Ph.D. in 1991. 
     
I firmly believe that selective disclosure to analysts and other insiders is 
used to benefit their companies and private clients at the general publics 
expense. 
     
I have been an individual investor for nine years.  During this time the 
amount of information on public companies has increased dramatically.  The 
fact that their isn't complete unilateral disclosure of information to the 
public and private sectors is egregious.  In this information age its time 
to level the playing field in the investment community.  I am in full 
support of regulation file no. S7-31-99
