Subject: Proposed Regulation FD

I support your work to enact Proposed Regulation FD. I think it is very 
important to level the playing field between the individual investor and 
the institutions. It seems unfair that brokers can quietly accumulate 
stock after downgrading it and then sell into the euphoria after they 
upgrade it. They continually make money using inside info as they 
"bounce the see-saw" up and down. Please help the small investor gain 
equal disclosure rights. Keep up the good work.
