Date: 03/21/2000 2:36 PM Subject: Regarding Proposed Regulation FD To Whom it May Concern: My understanding of the Fair Disclosure Regulation is that: (1) whenever an issuer intentionally discloses material information, it does so through public disclosure, not through selective disclosure; and (2) whenever an issuer learns that it has made a non intentional material selective disclosure, the issuer make prompt public disclosure of that information. I would like to express my support for the proposed Fair Disclosure Regulation. It is my belief that it is exceedingly unfair to the average investor like myself who is now required to try to save and invest for retirement in lieu of having a pension, to not have equal access to information on current or future investments. Furthermore, as a small investor, the selective disclosure explicitly benefits the large investor that a broker is courting for high fees, at my expense.
