Date: 12/16/1999 6:32 PM Subject: Proposed Fair Disclosure Rules I wish to applaud the SEC and Chairman Levitt for seriously considering the adoption of Fair Disclosure rules for publicly traded companies. The current chummy closed-door intimacy between a given company's CEO & CFO and selected Wall Street Brokerages and their preferential receipt of critical financial information before the public is truly an UNFAIR, INSIDER advantage. This information GIVES a competitive advantage to these Brokerages in purchasing stock -- before the small stock trader -- like myself -- can see this information. It truly amounts to INSIDER TRADING if you think about!! I STRONGLY encourage you to adopt the proposed rules, and GIVE everyone the same equal footing with timely access to this information. A congratulatory thanks to the SEC for keeping the US Stock Market a fair, honest marketplace. Sincerely, Peter Bergum Del Mar, CA
