Please make it a level playing field for every one. We do not need Wall Street
Analysts to interpret what companies say.

I favor Proposed Regulation FD: File No. S7-31-99. Please stop giving the
insiders such a big advantage over me. I have been unhappy for years about
the government and companies giving information to investment companies and
brokers secretly.

to all at the same time. Not selectively to the investment

There is no place for two kinds of informatin. One for big business, one for
me. My investments are important to me and so is a "level playing field". It
is galling to have the big guys get the information and then act "after
hours" and in effect steal from me. Fair is far. Bernard E Reilly 632 3RD

As a private investor, I urge you to adopt the requlation.
It is no favor to the public to filter facts through firms that
could then
charge us, or
put their own "spin" on
material developments influencing stock prices!
It is important to "level the playing field"!
Thank you.

I understand that you guys are looking at introducing a rule to prevent
companies providing special info to fund managers and analysts without making
that same info available to small investors like myself. I believe this will
be an excellent thing to have and it would set an example for other countries
to follow. I wish the Ontario Securities Commission here in Canada had the
balls to bring in and enforce the same thing.
I'm sure that analysts won't like this. However, I consider allowing
something like this to be similar to allowing insider trading.

Peter Stern
