I am in favor of Proposed Regulation FD: File No. S7-31-99. I am tired
of companies in which I own common stock sharing information with Wall
Street analysts that I am not privy to, giving them time to warn their
best customers of earnings surprises, etc. before that information is
available to the public in general.

Fair disclosure is absolutely necessary for the markets to thrive. To allow
anything less creates a conflict of interest for the regulatory
responsibility of the SEC. It's time investors were given a fair shake in
the market. The more disclosure, the better!

I have read the ideas expressed by the Securities Industry Association
lobbying on behalf of its full-service broker members. I completely disagree
with their contention that alalysts provide a better service for the owners
of America's public companies by operating in an environment with access to
information denied to the very people who own or are considering owning those
companies. Their contentions betray all common sence.

If it betrays common sense, what is the motivation? SIA desires unequal access
to information by its members' analysts because they resell the information to
the American public. There's nothing wrong with reselling the information. But
making that information more valuable by giving them unequal access to it,
denying equal access to individual investors is wrong.

I applaud Proposed Regulation FD.

[NOTE: I am a private investor and have no relationship -- save as a client --
to any Wall Street or other financial firm.]

I would respectfully suggest that any system that restricts news to Wall Street
analysts while failing to allow equal and immediate access to the public is
inappropriate. This methodology eliminates the chance for investors to hear
anything but a filtered view of the facts ... and such filtering is frequently
done by analysts who are vigorously courted by the companies they follow. (Note
the fact that ANY 'sell' reccommendation from Wall Street analysts is usually a
source of news in and of itself because of its rarity.)

Transparency in financial transactions cannot fail but to enhance the free and
productive flow of capital that is the basis of capitalism. Please DO modify
the current system in the direction of providing more direct access to
information for the individual investor.

Thank you.
