Date: 4/6/99 12:43 PM Subject: File No. S7-30-98 Mr. Katz: I am responding to the acceleration of 10-Q and 10-K due dates proposal. My company is a medium sized financial institution that has been SEC reporting since December of 1983. Since that time the preparation of the 10-Qs and 10-Ks have obviously become more familar however, the additional reporting requirements of the SEC and GAAP have greatly added to the time needed to complete the filings. The reduction of 15 days for the 10-Q filing and 30 days for the 10-K filing would require additional staff, additional staff time as well as potentially compromising the accuracy of some filings. These are not positive issues for anyone involved. Business complexities will also increase for all companies as companies grow and compete with other world-wide companies thereby again, straining the reporting function. I thank you for the opportunity to respond to your proposals. Sincerely, Rick B. Colberg, Sr.V.P. & CFO First Northern Capital Corp.
