From: William O'Leary [wjole@ffb.com] Sent: Tuesday, June 25, 2002 10:27 AM To: 'rule-comments@sec.gov' Subject: File No. S7-25-99 Dear SEC representative: As a Certified Financial Planner and member of the Financial Planning Association, I am writing to you in reference to the proposed SEC rule, "Certain Broker-Dealers Deemed Not To Be Investment Advisers." I urge the SEC to withdraw the proposed rule because I strongly believe that consumers and the public are best served by professionals who provide financial planning advice acting in a fiduciary capacity, and who thoroughly disclose any financial and other conflicts of interest. This is especially critical in today's investment environment where trust and confidence are crucial elements in every client relationship. Thank you in advance for doing the right thing for the investing public.
