From: Sandy Villiger [Sandy@Windsor-Group.com] Sent: Monday, June 24, 2002 5:20 PM To: rule-comments@sec.gov Subject: File number S7-25-99 Dear Sirs: I would like to submit my opposition to the proposed SEC rule "Certain Broker-Dealers Deemed Not To Be Investment Advisers." Uniform standards of conduct must be maintained to protect consumers. As a certified financial planner, I strongly believe in the educational and ethical guidelines that should be employed by all who service the financial industry. The "cost" to the consumer of anything other than this is too severe. I urge you to withdraw the proposed rule.
