From: John Ruzza [jruzza7@net-link.net] Sent: Monday, July 15, 2002 12:29 PM To: rule-comments@sec.gov Subject: File No. S7-25-99 I strongly oppose the proposed SEC rule, "Certain Broker-Dealers Deemed Not To Be Investment Advisers." As an adviser who has gone through rigoroous testing standards, I find it incredulous that the SEC would entertain this proposed rule. The potential for abuses is significant. Why not hold an industry, looking out for the financial good of people, to the highest standards possible, period. Thank you for consideration of my comments.
