These broker-dealers advertise that they offer "financial planning" and "advice" and thus should be subject to the Advisers Act. They want to compete, hold themselves out as financial advisers and be viewed the same as broker-dealers who are subject to the Advisers Act, so they should be governed by the Advisers Act.
