From: Dawn Heneberry [dawn.heneberry@odcm.com] Sent: Wednesday, July 10, 2002 5:28 PM To: rule-comments@sec.gov Subject: File No. S7-25-99 I am writing as a Certified Financial Planner and member of the Financial Planning Association to urge you to withdraw the proposed rule permitting broker-dealers to offer comprehensive financial planning advice without being subject to registration under the Investment Advisers Act of 1940 or similar state laws, and their incumbent disclosure and fiduciary standards. The financial planning profession needs uniform standards of conduct. This proposed rule, "Certain Broker-Dealers Deemed Not To Be Investment Advisers", will only serve to undermine the level of professionalism in the business and will fail to serve the needs of clients who deserve some assurance that their advisors are qualified to assist them in meeting their financial needs.
