From: Bobbie Munroe [bdmunroe@fraserfin.com] Sent: Monday, June 24, 2002 2:42 PM To: rule-comments@sec.gov Subject: File No S7-25-99 To Whom it May Concern: I want to be "on record" as supporting the FPA's OPPOSITION to the SEC's rule exempting certain broker-dealer activity from the Investment Advisers Act of 1940. It has become obvious that this "exemption" is being broadly interpreted by some broker dealers and unqualified persons are offering advice on a variety of financial topics on which they are essentially unqualified / uncertified. In light of recent financial scandals, I am certain it would be in the SEC's interest, indeed in the United States' interest, to protect the consumer from unqualified advisors. It is my hope that you will review this situation in great detail and hopefully decide that this rule exemption is NOT in the best interest of consumers of financial services.
