Dear Sir/Madam:
     
I must assert very strongly that your proposed ruling to change the required 
level of support to maintain the viability of shareholder resolutions will 
completely subvert the whole reason for shareholder resolutions in the first 
place-- to give even the little guy a chance against the giants. My 
understanding isn that if th ehurtdles proposed gp into effect, many past 
resolutions that lead to beneficial sociatal change would never have gone 
through with the proposed hurdles. Don't abandon the little guy. Neil Wollman.
