Subject: File No.S7-25-97 - changes to Stockholder rights Author: Tim Bardell Date: 11/30/97 11:12 AM Chairman Leavitt - At a time when so much of our nation's policy is controlled by corporate interests, I don't believe that our citizens can afford to lose any opportunity to influence corporate policy. If anything, the ability of small stockholders and workers to effect change for the common welfare should be increased through community and worker representation on corporate boards. A corporate charter is not a right; it is a privilege granted by the community, subject to revocation if the corporation does not act in the community's interests. Sincerely yours, Tim Bardell
