I'm surprised you let it go on for so long. If people who buy stock can lose money if they buy at a price that's too high and it drops in price, but someone who sells "can't" lose money because they can keep selling shares that don't exist until the price drops far enough for them to profit, where's the fairness? How are small companies expected to grow if people are selling their stock? In the OTCBB investors get burned quite frequently by buying at prices that are too high, but name someone that got burned by selling naked shares? Please, just find one, anyone! Seems to me the sellers (naked shorters)have the advantage. And if naked shorters have the advantage, this means it's better to short than to buy. If this is the case, which it appears to be, then small companies are bound to lose when they need cash to expand their business. If they lose, workers at that company lose.
