This proposed rule change will not only hurt the small investor, but will actually help the institutions to dominate price action in a stock. While Market makers will continue to be able to short stocks at any time regardless of price action, small investors will not have the same opportunities to short. This proposal continues to give the advantage to the institutional investors and hinder the ability of the small investor, which is why the SEC must not let this proposal go through.
