To Whom it May Concern:

I am a small investor who wanted to let you know that I am very much in 
favor of the proposed regulatory reform to streamline prospectuses by 
the Securities and Exchange Commission.  I can think of no one who would 
be opposed to this change, other than people who have a vested interest 
in the current  confusing, wasteful status quo. I hope the "powers that 
be" reading this email also see the value behind File #S7-18-96.  Thank
