The proposed rule as I understand it goes way beyond addressing the concern.  In
this case on size does not fit all.  Our firm does a few small audits and it 
appears that this rule will preclude us from doing any other work for those 
clients, that is unfair and ridiculous.  If the fear is that the public 
confidence is being undermined in publicly traded companies financial reports 
then the action should be focused on that segment.
