As with any proposed rule, there must be adequate time for all involved and affected by the proposal to make comments. I strongly urge you to extend the deadline for deadline for comments beyond April 4th. Any rule, however well-intentioned, will be flawed if rushed through the approval process. Everyone must have a chance to particpate.
