I am writing in support of changing the federal regulations to require at 
least 75% of fund regulators to be outsiders -- that is, people NOT affiliated 
with the funds or the advisory firms to the funds.  I also believe that the 
chairman of the fund directors be chosen from the outsiders on the fund board.
