The percentage of independent board members should be at least 75%. Mutual funds must adhere to the principle of "the fund investor first and foremost". The current board structure of so many funds is such a blatant conflict of interest. The board should be focused on getting the lowest and best price for all services rendered to the fund and always with the idea of 'How can we lower the costs?'.
