Subject: File No. 4-500

Dear Sir or Madam:

Regarding SEC File No. 4-500. Request for Rulemaking Regarding Member Records of "Short" Positions and Reporting and Public Dissemination of Aggregate Positions by Security:

Please implement this rule as soon as possible. I own shares in Chorus Motors plc (OTC:CHOMF), Cool Chips plc (OTC:COLCF), and Borealis (OTC:BOREF). I believe these companies have been victims of naked short selling by brokers. These companies are developing technologies that could greatly benefit airlines, which sorely need the help. To support this statement, please see the recent Boeing press release about Chorus at http://www.boeing.com/news/releases/2005/q3/nr_050801a.html.

It is difficult to let the market for these companies develop when they are vulnerable to market makers doing naked shorting and sometimes "painting the tape" at the end of the day.

Thanks for your consideration.
